You can posts on blogger and by default all your posts publish the same time as you click on Publish button. But you easily make post published earlier show at top of the post.

How to Keep a Post at the Top of a Blogger Blog ?
- Login to Blogger.com
- Click on "Edit Post".
- Go to "Post Settings".
- Click on "Schedule".
- Click on "Set date and time" and Enter future time and date like 01 Jan 2024 then click on "Done".
- Click o "Publish".
